Active labour market programmes are expected to be quite effective if job centres have a substantial degree of freedom to deliver tailor‐made individual services. For Germany, we studied the effectiveness of Schemes for Activation and Integration (SAI), which were introduced in 2009 to grant such freedoms to implement short training and private placement services. We estimated SAI participation effects on welfare recipients' earnings and employment rate using propensity score matching and rich administrative data. We distinguished between participation in in‐firm training or training in other settings, and considered effect heterogeneity by gender, region and non‐employment duration. Participation substantially improved the participants' earnings and employment rate, in‐firm training more so than training in other settings. Our employment effect estimates were not considerably larger than those previously found for comparable pre‐reform programmes. A lack of experience with SAI and a still inadequate client focus in the period studied might explain this.

Die IAB-Stellenerhebung ist eine quartalsweise durchgeführte Betriebsbefragung, die repräsentativ das gesamtwirtschaftliche Stellenangebot in Deutschland abbildet. Sie ermittelt die Gesamtzahl aller offenen Stellen am Arbeitsmarkt, einschließlich jener Stellen, die nicht der Bundesagentur für Arbeit (BA) gemeldet werden. Der Hauptfragebogen enthält Informationen zu Zahl und Struktur offener Stellen, dem erwarteten künftigen Arbeitskräftebedarf, zur wirtschaftlichen Lage und zur Entwicklung der befragten Betriebe. Der Zusatzfragebogen enthält Fragen zum letzten Fall einer Neueinstellung und zum letzten Fall eines gescheiterten Rekrutierungsversuchs. Der Sonderfragebogen erfragt die betriebliche Einschätzung und Nutzung aktueller arbeitsmarktpolitischer Instrumente. Im Forschungsdatenzentrum der Bundesagentur für Arbeit werden die Befragungswellen ab 2000 mit allen Fragebogenteilen einschließlich der Quartalsbefragungen für externe Wissenschaftlerinnen und Wissenschaftler angeboten.

Matching-type estimators using the propensity score are the major workhorse in active labour market policy evaluation. This work investigates if machine learning algorithms for estimating the propensity score lead to more credible estimation of average treatment effects on the treated using a radius matching framework. Considering two popular methods, the results are ambiguous: We find that using LASSO based logit models to estimate the propensity score delivers more credible results than conventional methods in small and medium sized high dimensional datasets. However, the usage of Random Forests to estimate the propensity score may lead to a deterioration of the performance in situations with a low treatment share. The application reveals a positive effect of the training programme on days in employment for long-term unemployed. While the choice of the 'first stage' is highly relevant for settings with low number of observations and few treated, machine learning and conventional estimation becomes more similar in larger samples and higher treatment shares. ; Propensity Score Matching-Schätzer sind ein zentrales Tool, um Wirkungen aktiver Arbeitsmarktpolitik mit Individualdaten zu analysieren. Diese Studie untersucht, inwieweit Machine-Learning Algorithmen zur Schätzung des Propensity Score zu einer verbesserten Schätzung von durchschnittlichen Maßnahmeteilnahmeeffekten für die Teilnehmenden führt, wenn Radius-Matching verwendet wird. Es werden zwei gängige Methoden verwendet und die Analyse kommt zu keinem eindeutigen Ergebnis: Die Anwendung des LASSO auf der Basis von Logit-Modellen zur Schätzung des Propensity Score liefert überzeugendere Befunde als konventionelle Schätzmethoden, wenn kleine oder mittelgroße Datensätze verwendet werden. Wenn hingegen Random Forests zur Schätzung des Propensity Score verwendet werden, kann unter Verwendung von Stichproben mit einem geringen Anteil von Teilnehmenden das Gegenteil der Fall sein. Den Schätzergebnisse zufolge, führen die untersuchten Schulungsmaßnahmen dazu, dass die Tage in Beschäftigung nach Förderbeginn für die langzeitarbeitslosen Schulungsteilnehmenden höher ausfallen als ohne diese Förderung. Während bei Stichproben mit einer geringen Anzahl von Beobachtungen und einem kleinen Anteil von Maßnahmeteilnehmenden die Wahl des Schätzers für den Propensity Score für die Ergebnisse hoch relevant ist, sind die Resultate von Machine-Learning- und konventionellen Schätzungen bei einer hohen Anzahl von Beobachtungen und einem relativen hohen Anteil von Maßnahmeteilnehmenden ähnlicher.

PurposeThe purpose of this paper is to analyse the implementation and effectiveness of an intensified activation scheme for very disadvantaged welfare recipients in Germany, used as a targeting device for a very generous wage subsidy (JobPerspective).Design/methodology/approachUsing administrative data and a difference‐in‐difference approach, the authors analyse the implementation of the activation scheme and its impact on various labour market outcomes. To ensure that target and comparison group are comparable over time, the authors control for various individual, household and regional characteristics.FindingsThe activation of the target group of disadvantaged welfare recipients is modestly intensified directly after the scheme's introduction. This does not improve the prospects of the target group to work in regular jobs, but – as a first step – in subsidized jobs. Considering a later period, evidence was found for broader activation efforts together with some gains in the regular employment for disadvantaged welfare recipients. Overall, the results suggest that the implementation of activation for disadvantaged welfare recipients, as well as employment gains, need time.Originality/valueThis study analyses whether and how a scheme of intensified activation that leaves its design to local actors, without providing additional funding, makes job centres implement such a policy.

The IAB Job Vacancy Survey is a quarterly establishment survey representing the entire un-filled labour demand in Germany. It identifies the entire number of vacancies on the German labour market, including those vacancies that are not reported to the Federal Employment Agency (FEA). The main questionnaire enquires information about the number and structure of vacancies, future personnel requirements, about the current economic situation and the expected development of participating establishments. The additional questionnaire enquires information about the last new hiring and the last case of a failed recruitment effort. The special questionnaire enquires employer attitudes and firm use of current labour market instruments. The Research Data Centre of the Federal Employment Agency offers the data sets from the survey waves 2000 on.

Abstract
Welfare benefit recipients who are subject to benefit sanctions live below the subsistence level for a fixed period of time. Individuals with low education bear an increased risk of being sanctioned. Quantitative analyses of linked administrative and survey data indicate that this increased risk cannot be attributed to a lower motivation to work or a lower willingness to make concessions regarding job offers. Our analyses of qualitative interviews and individual case files reveal complex processes: Low cultural capital when dealing with administrative matters, a habitual distance vis-à-vis job center employees as well as previous negative attributions in case files can advance the sanctioning of low-skilled welfare recipients. In this way, sanctions contribute to the (re)production of social inequality.

Zur Vorbereitung des Jahresgutachtens 2016/2017 des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung wurde das IAB um seine Expertise zur stark verfestigten Langzeitarbeitslosigkeit gebeten. Langzeitarbeitslose konnten in der letzten Dekade zwar durchaus von der Zunahme der Beschäftigung in Deutschland profitieren. Parallel zur Arbeitslosigkeit insgesamt ist seit 2012 allerdings kein Rückgang der Langzeitarbeitslosigkeit mehr zu verzeichnen, ihr Ausmaß liegt relativ stabil bei etwas über einer Million Personen. Im Herbst 2016 äußerte sich das IAB zu den Möglichkeiten der Verringerung von Langzeitarbeitslosigkeit durch Beratung und Vermittlung sowie die aktive Arbeitsmarktpolitik und ging dabei auf mögliche Ursachen für die Verfestigung der Langzeitarbeitslosigkeit, auf eine bessere finanzielle Ausgestaltung der aktiven Arbeitsmarktpolitik, auf spezifische Qualifizierungsbedarfe wie auch auf Instrumente wie öffentlich geförderte Beschäftigung und einen sozialen Arbeitsmarkt ein. Das IAB äußerte sich außerdem zur Rolle des Niedriglohnsektors für Langzeitarbeitslose, zum Einfluss des Anspruchslohns auf den Abbau von Langzeitarbeitslosigkeit und zu den bisherigen Forschungsergebnissen zur Wirkung der Ausnahmeregelung vom Mindestlohn für Langzeitarbeitslose. Die Erkenntnisse hierzu werden in der vorliegenden Stellungnahme zusammengefasst. ; In preparation for the Annual Report 2016/2017 of the German Council of Economic Experts, the IAB was asked to provide its expertise on strongly persistent long-term unemployment. Indeed, the long-term unemployed benefited from the increase in employment in Germany over the last decade. Since 2012, however, in line with the overall development of unemployment, there has been no further reduction in the number of long-term unemployed. Since then, the level of long-term unemployment has remained relatively stable at somewhat over a million persons. In autumn 2016, the IAB commented on the possibilities for reducing long-term unemployment by means of counselling and placement as well as active labour market policy. In doing so, it elaborated on possible reasons why long-term unemployment is so entrenched; on how active labour market policy financing could be improved; on specific qualification requirements; and also on instruments such as publicly subsidised employment and a social labour market. Moreover, the IAB commented on the role of the low-wage sector for the long-term unemployed, on the influence of the reservation wage in reducing long-term unemployment, and on research results deal-ing with the effect of exemption from the minimum wage for the long-term unemployed. The findings are summarised in this current statement.
